How to flash Samsung Galaxy S3 Mini with Official Update Android 4.1.2 (Firmware GT-I8190)

This is the official Android 4.1.2 Jellybean stock firmware/ROM(Flash file) for the Samsung Galaxy S3 Mini GT-I8190. 

As you can already tell, this guide will work for both rooted and locked Samsung Galaxy S3 Mini I8190 handsets.
